Propaganda (20 days) By spreading propaganda about Koopley and the LAKST, all enemy and allied civilians will now cooperate with anything Koopley or the LAKST tell them to do. They will rather listen to a LAKST member then their own general. However, unless they can be brought to safety during the battle, they will remain under the ownership of the enemy.
Cloner (50 days) If given a piece of DNA, such as a lock of hair, saliva, finger or toe nails, etc. Once given a piece, the cloner will produce a clone with the same DNA, personality, and memories. It will be the strength of a captain, even if the cloned persona was a hero or messenger. However, it will only have basic abilities such as turning invisible, but not have troop damaging abilities.

Ha! I beat you to this one. I already taken control of Poshley Heights civilians for a 50 day project, so it should override this.

I'm taking maka's advice and staying freelance. Which reminds me:
Would it be against the rules to hire a freelance to not attack yourself if you're already patroning somebody?

I... think so.
You could hire a Freelance to attack someone else, but Patroning is a neutral agreement where the Merc/Mech agrees to not fight against the Patron. Hiring a Merc/Mech to do that is essentially patroning them, so nah, no good.
