Pretty much the best thing since sliced bread. It's basically designed to make my units "awesome." Think of it like a unit upgrade factory. That's pretty much what it is. It can do one upgrade at a time. It costs no civilians to run. This is justified by these things:
A: It takes 100 Days
B: I can only make one
C: It's not building anything- it's upgrading something. It's not even really a factory; I'm just using that as a way of explaining it.
Now, if not approved, what needs changing?

Hmm, I think I had an upgrade factory in the second version. You could make it be 40 days but cost Civilians, I think.

But I don't want to do that. I want to use civilians for factories, especially with the whole civilians per workline thing.

Well, thinking about it, wasting 60 days is pretty lame, so I'll just go with 40 days and let it function like a normal factory.
