I'm having fun.
So far we've argued over one rule.
You say we don't need caps, but changing caps doesn't get rid of them.
I personally prefer the lower troop count.
We haven't decided on reviving rules.
Half of the players are already at some sort of elevated position.

Only the fourth existing topic of this type in this board, without counting all those that have been purged. Folks see one week of inactivity, which can have very good causes any part of the year (Summer=Vacations, School Year=Busy), and then make one of these topics. It's also pretty hypocritical that you say, "This never happened in the first wars until everyone started doing many huge projects." Just a little later on, you say to make the uber war machine time cap higher. If what you say at the beginning is truly a problem, raising the uber war machine time cap is just going to make it worse.
Additionally, the first wars were simply too vague. You could just do...whatever. There was absolutely nothing to keep me from building seven 80-day base-to-base weapons, and in those days they were vastly more powerful. If the first wars had gone on for just 25 more internal days, I would have had the power to completely eliminate two armies. Hurricane, firestorm, ice sheet, earthquake...if you let people do whatever they want to, it either takes a huge amount of monitoring to keep everyone in line, or you'll just have to rely that they won't abuse the rules. I really don't want to be like Petrosian on Pikmin Wars, but when you think about it, unless you tighten a few ends--Or a lot of them--You can just run rampant and do whatever.
I would much rather play a militaristic, specific game rather than one where you can just do whatever the heck you want because it's more "Epic". Who cares how balanced it is, who cares if there are next to no limits, it's epic, and that's, uh, what counts? I'm not going to argue over this, as this topic will inevitably make a bunch of users blow off my opinion anyway. ...Probably.

This reminds me of a topic on the Animal Crossing: City Folk board. A guy posted a topic saying "No one has Wild World anymore." His post said "I sold Wild World."
Like a guy posted in that topic "So, because you don't have Wild World anymore, nobody else does?"
